Why NATO planning cycles are too slow for modern conflict

NATO's operational planning process is one of the most carefully engineered decision frameworks in existence. It was designed for deliberate planning: a staff receives a mission, conducts analysis, develops several courses of action, wargames them against an adversary, compares the results and presents a recommendation. Done properly, it takes weeks. That was a reasonable design assumption when the interval between strategic warning and required decision was measured in months.

It no longer is. Contemporary operations compress command decisions into hours. Long-range precision fires reposition the risk picture overnight. Information operations force a response before the next scheduled update brief. Logistics constraints that were stable for a week now change with a single infrastructure strike. The planning process has not become wrong - it has become slower than the environment it serves. That is the tempo gap.

What the tempo gap actually costs

The gap does not usually appear as a missed deadline. It appears as narrowed choice. When a staff has hours rather than weeks, it does not run the process faster; it runs less of the process. Course-of-action development shrinks from four genuinely distinct options to two variations on a theme. Wargaming, the step that costs the most staff hours, is reduced to a table-top discussion of the preferred option. Branches and sequels are noted as risks rather than tested as scenarios.

The output still looks like a decision brief. It carries the same headings, the same comparison matrix, the same recommendation. What it no longer carries is evidence that the recommendation survived contact with a thinking adversary. The commander is asked to choose between options that were never seriously stressed, and the assumption most likely to break the plan is often the one nobody had time to interrogate.

There is a second cost, less visible and more corrosive. Staffs learn what the process will tolerate. If wargaming is the step that always gets cut, planners stop building COAs that would require serious wargaming to distinguish. The estimate quietly optimises itself for the time available rather than for the problem.

Why adding staff does not close it

The instinctive remedy is more people: a larger J5 cell, a standing red cell, augmentation from the component commands. This helps at the margin and fails at scale. Wargaming is not merely labour-intensive, it is coordination-intensive. Every additional participant adds synchronisation cost, and a red cell that is genuinely useful must be prepared - briefed on adversary doctrine, given the same terrain and logistics picture, and allowed to think independently. Standing that up credibly takes days the staff does not have.

Nor is the shortfall solved by higher-fidelity simulation. Constructive simulation models physics superbly and answers questions about attrition and engagement outcomes with real rigour. But its setup cost is measured in weeks, and the question a commander asks at 0300 is not “what is the precise exchange ratio?” It is “if I commit here and the adversary responds there, am I still able to achieve the objective?” That is a question of decision speed, not fidelity of physics.

What decision superiority demands of a staff

The Alliance has named the requirement: decision superiority - deciding better and faster than the adversary, repeatedly. Read carefully, that phrase places the burden on the staff process, not on any individual commander's judgement. Superiority is earned by the quality of the options presented and the rigour with which they were tested, and it has to be earned every planning cycle rather than demonstrated once at an annual exercise.

Three things follow. First, breadth: enough courses of action to represent genuinely different theories of the operation, not variations on the favourite. Second, adversarial pressure applied to all of them, not only the preferred one - including a critique of the plan's assumptions, which is where plans usually fail. Third, traceability, so the commander can see which assumption is load-bearing and what happens to the recommendation if it turns out to be wrong.

AI course-of-action analysis is what makes those three affordable inside an hours-long decision window. Machine-speed adjudication and an always-available adversary agent restore the wargaming step to its doctrinal place rather than replacing it, and the commander still decides. The point is not to automate judgement - it is to ensure that judgement is exercised over options that have actually been tested.
